Like air out of a balloon, the Georgia General Assembly concluded its 2025 Legislative Session on Friday with an exasperated but exhausted "PFFFFffffT." While many lawmakers and lobbyists floated through the halls during the day celebrating legislative victories, others were left deflated by the Senate’s sudden adjournment sine die just after 9 p.m., a move which left over 30 bills on the table and many others awaiting final action. The House tried to keep working but succumbed to the Senate’s early exit about 90 minutes later, unwilling to take up further actions on Senate bills after the upper chamber went home. The decision left hopes for pending legislation popped and scattered amongst the shredded paper on the chambers’ floors.
Nevertheless, good work did get done on Friday, including the adoption of a compromise version of the FY 2026 State Budget, and final passage of several other measures that will help some of the least of these in our state. And hope springs eternal for 2026 as legislation left pending in 2025 remains available for action in the second year of the biennium. House, Senate Approve Compromise FY 2026 State Budget
After passing versions of the spending plan with hundreds of millions of dollars of differences, the House and Senate unveiled and approved a compromise version of the FY 2026 State Budget on Friday to tick off the one constitutionally mandated duty of the legislature each session. Aided by $50 million added by Governor Brian Kemp through an increase to the revenue estimate, House Appropriations Chairman Matt Hatchett (R-Dublin) and Senate Appropriations Chairman Blake Tillery (R-Vidalia) presented a balanced budget focused on “necessities” without many “knick knacks” or “trinkets”. Highlights from the compromise budget, as prepared by the House Budget and Research Office, include:
- $22.7 million, including $10 million in newly appropriated funds, for recommendations by the Georgia Council on Literacy ($18.5 million for 116 RESA-based literacy coaches; $2 million for a free universal reading screener for all school systems pursuant to HB 538).
- $6.9 million to provide reimbursable grants to school systems for “qualified student advocacy specialists” to identify and facilitate appropriate intervention for students at risk for mental health concerns.
- A new “Student Support Services” program at the Department of Education to provide academic and mental health supports for students in and outside school, including $19.6 million for mental health support grants to school systems ($20,000 for each middle and high school) for mental health services; $2.4 million for social work services grants; $12.5 million for out-of-school care for statewide and community grantees; and $15.3 million to systems for targeted support to economically-disadvantaged students.
- $19.2 million to address growth in foster care and the increased costs of care; almost $900,000 to provide clothing and supplies for foster youth, keep fosteaccording tor children closer to their families, and deter child welfare involvement; and $6.1 million for a 2% provider rate increase for Child Caring Institutions, Child Placing Agencies, foster parents, and relative caregivers.
- $7.4 million in new funding for graduate medical education, including $3 million for 150 new residency slots, $469,654 in new fellowships, and $4 million to establish a grant program to support new and expanding residency programs.
- $1.8 million in new funding provided in the Department of Behavioral Health and Developmental Disabilities (DBHDD) for various programs that address homelessness, including 100 new housing voucher slots, outreach services for those with severe mental illness, and a community action team.
- Funding for 100 NOW/COMP waivers from the Governor’s recommended budget and addition of 50 new waivers with a $3.4 million appropriation.
The compromise version of the budget adopts the Senate position on bond funding, paying for all new capital projects with cash rather than debt. The full budget, which was approved by the House and Senate on Friday afternoon, can be found here. It now awaits the governor’s signature.
