  • Special counsel team member to the Greater Orlando Aviation Authority (GOAA) on its 2016–2021 Capital Improvement Program involving $3.2 billion in infrastructure development, including a new international airport terminal, All Aboard Florida high–speed rail and terminal, related improvements and transportation infrastructure, providing development of procurement plans, contract documents, risk and claims management, and preparing GMP agreements
  • Counsel to Jacksonville Transportation Authority (JTA) for its construction–related procurements and contracts, including planning and drafting the construction manager at–risk procurement document and contracts for the Jacksonville Regional Transportation Center project, a multi–modal hub that integrates Skyway Automated People Mover services, Bus Rapid Transit services, Intercity Bus services, JTA’s administrative offices and potential future commuter rail service; currently involved in the procurement and contracting for JTA's urban connector autonomous vehicle system project.
  • Counsel to Developer in Orange County, Florida for the procurement and contracting of a new infrastructure network comprised of multi–use corridors, dedicated commuter ways, a mobility hub, and support infrastructure for automated vehicles.
  • General Construction Counsel team member to GOAA, assisting with its annual expenditure of in excess of $500 million in design, consulting and construction for local, state, and federally funded projects, including day–to day handling of the following: public bid statute compliance (state and federal law) and bid protests; developing procurement processes and for selection of contractors and consultants and project delivery methods; preparation and review of change orders; and preparation, review and approval of construction and professional services contracts and addenda
  • Assisted as counsel to St. Lucie County, Florida, on a New York Mets stadium project, on a public–private partnering relationship, drafting agreements, and handling procurement of trades
  • Peer review consultant  for a major U.S. airport related to an approximately $5 billion public–private partnership project for an automated people mover system, using a DBFOM delivery method
  • Counsel on a deep–bay commercial port facility for the procurement and contracting on a public–private partnership basis, valued at approximately $500 million

Bid protests and related litigation on major public works projects

  • Successful on two of the largest federal court bid protest suits in Florida in 2013:
    • Defended Orlando International Airport in a protest over a $220 million dollar automated people system procurement 
    • Defended a $75 million design–build, public–private works project, which was the lynchpin to a local expressway authority’s ten–year capital improvement program
  • Represented a Private Service Network Medicaid provider in a $1 billion bid protest against Florida’s agency for Health Care Administration, prevailing at the Department of Administrative Hearings and achieving a successful result for the client
  • Defended the winning bidder against a bid protest brought by Motorola involving a $20 million digital public safety radio system contract in Bay County
