Andrew is a partner on the firm’s Federal and State Policy Team, which Bloomberg Government has recognized among the nation’s top lobbying practices. He was also named to the inaugural Business North Carolina  list of the state’s leading lobbyists. A former North Carolina Superior Court judge, Andrew previously served as a senior advisor to both the Governor of North Carolina and the Chief Justice of the North Carolina Supreme Court before joining Nelson Mullins. He advises a broad range of clients on legislative and regulatory matters, helping them navigate the policymaking process and advocate effectively in Raleigh and Washington.

  • Successfully advocated for elimination of a regulatory burden that will a client to substantially expand their footprint in North Carolina, resulting in an estimated economic impact of $1 billion annually; 
  • Successfully advocated for $12 million for capital improvements at a non-profit hospital;
  • Successfully advocated for $5.1 million for renovations to non-profit health care clinics and opioid treatment;
  • Successfully advocated for $3 million for an air ambulance helipad at a non-profit hospital;
  • Successfully advocated on behalf of a nonprofit client for pay raises for the Clerks of Superior Court valued at over $4 million;
  • Successfully advocated for $1.2 million to establish a mental health and substance abuse case management program to equip a non-profit hospital to better route patients to appropriate care;
  • Successfully advocated for $800,000 in directed grants for capital improvements and equipment purchases at a non-profit hospital;
  • Successfully advocated for $250,000 in grant funds to provide free legal services to those in need following hurricane Helene;
