THREE VETOES OVERRIDDEN BY THE HOUSE
On Wednesday, the North Carolina House swiftly overrode three gubernatorial vetoes related to modified utility vehicles, landlord-tenant disputes, and digital currency payments.
House Bill 155 allows modified ATV’s and utility vehicles to drive on more roads, including four-lane highways. The House voted to override Governor Roy Cooper’s veto with a 73-41 vote.
House Bill 556 includes provisions preventing discrimination against tenants receiving federal housing assistance. The House passed over Cooper’s veto by a vote of 74-40.
House Bill 690 prohibits using central bank digital currency for state payments, with the House overriding Cooper’s veto by a 73-41 vote.
While the House overrode the governor’s vetoes largely along party lines, Senate approval is needed for bills to become law. The Senate isn't voting this month, potentially delaying further action until September.
Both the Senate and House are expected to reconvene on September 9. House Speaker Tim Moore said that additional actions on vetoed bills could be taken at that time. Two more recent vetoes of Senate Bill 166 and Senate Bill 445 are currently pending in the Senate before the House can vote on them.
