Scott's focus is on education policy change and preventive law — helping states, school districts, higher education institutions, foundations, associations, and corporations advance fundamental change in education systems, policies, and practices that can dramatically improve student achievement and close achievement gaps. This includes:

  • Establishment of birth-to-five early learning systems to enhance access to a continuum of high-quality services and ensure that all students enter school ready to learn;
  • Promotion of policies and practices in K-12 education that can transform teaching and learning and can enhance equity to ensure that all students graduate college- and career-ready;
  • Promotion of access and diversity in higher education to improve college access and completion, and ensure that all graduates are ready for success in our diverse, global society and economy.
