Daniel focuses his practice on communications, technology, procurement, cybersecurity, compliance, and privacy matters in the ever-evolving telecommunications industry. He assists clients in navigating challenges related to Universal Service Fund (USF) contributions, USF programs – including E-Rate, Lifeline, and other initiatives – audits, investigations, and enforcement actions, including those involving the False Claims Act (FCA).

Daniel focuses his practice on communications, technology, procurement, cybersecurity, compliance, and privacy matters in the ever-evolving telecommunications industry. He assists clients in navigating challenges related to Universal Service Fund (USF) contributions, USF programs – including E-Rate, Lifeline, and other initiatives – audits, investigations, and enforcement actions, including those involving the False Claims Act (FCA). 

Daniel’s practice also encompasses cutting-edge issues in anti-robocall regulations, Telephone Consumer Protection Act (TCPA) compliance, and privacy and data management, with a focus on cybersecurity, the California Consumer Privacy Act (CCPA), and the FCC’s Customer Proprietary Network Information (CPNI) rules. He supports clients in telecom transactions, including mergers and acquisitions involving both public and private entities, as well as national security reviews under the Team Telecom process.

Daniel also provides strategic counsel on market entry and regulatory compliance for Voice over Internet Protocol (VoIP) service providers, Mobile Virtual Network Operators (MVNOs) and Non-Geostationary Orbit (NGSO) satellite systems. He has experience representing broadcasters, telecommunications trade organizations, and advocating for clients in appellate proceedings before the FCC and federal circuit courts.

    • Assisted both domestic and foreign clients regulated by the FCC, including the drafting of regulatory filings, technology and rule waiver petitions, pleadings, compliance plans, data security and privacy policies, comments, USAC filings, asset and stock purchase agreements, loan agreements, security agreements, stock pledges, promissory notes, and closing documents.
    • Achieved regulatory approvals, including for the bankruptcy sale of a mobile wireless service provider participating in the Lifeline program, as well as other telecommunications, satellite, broadcast, radar, and earth-station applications essential for client operations, and ensured compliance with the FCC rules.
  • Homeland Security
    • Supervised transactional and regulatory legal support and advice for various DHS acquisitions and procurements, including the implementation of a department-wide contractor cyber compliance regime.
