He focuses on the representation of early stage, mid-stage, and publicly traded FinTech companies focused on blockchain technology, digital assets, and cryptocurrencies, including broker-dealers, digital asset and currency trading platforms, digital asset custodians, alternative trading systems, and securities exchanges and swap execution facilities.

Kevin represents these clients before the Securities Exchange Commission (SEC), the Financial Industry Regulatory Authority (FINRA), and state regulators. He also represents banks, money services businesses, and payment processors before the federal banking regulators, the Financial Crimes Enforcement Network (FinCEN), and state banking regulators. 

Before joining Nelson Mullins, Kevin served as a Financial Policy Analyst in the Capital Policy group in the Division of Supervision and Regulation of the Board of Governors of the Federal Reserve System. He also served as the Policy Staff Adviser/Chief of Staff to the Deputy Director for Regulatory Policy. In these roles, Kevin focused on developing regulations and guidance affecting banks and bank holding companies, including the intersection of traditional banking and non-bank FinTech companies.

  • Has provided guidance to chartered financial institutions and financial technology companies on financial regulatory compliance, including risk management, reporting, and BSA/AML/OFAC compliance 
  • Has assisted clients with registering as broker dealers operating alternative trading systems (with or without digital asset permissions) with FINRA and the SEC
  • Has assisted clients with obtaining state money transmitter licenses and registering as federal money services business
  • Has represented community banks and financial technology companies establish bank-fintech partnerships, including the development of banking-as-a-service platforms, cross-border remittance programs utilizing cash and/or blockchain technology
  • Has provided guidance to domestic and international clients seeking de novo federal and state bank charters
  • Has assisted clients with developing digital asset exchanges and digital asset buy, sell, and custody programs
