Jack helps organizations design information governance strategies, implement and strengthen information security and privacy programs, and negotiate and manage technology contracts and third-party relationships.
In addition to providing contractual and compliance advice and counsel, Jack litigates numerous matters, including licensing and permitting applications and regulatory disputes, before local and state agencies and governmental entities, and in state and federal court.

Experience
- Advises clients on federal and state privacy laws applicable to mobile marketing, including the Telephone Consumer Privacy Act (TCPA), FCC and FTC privacy rules, and the CAN-SPAM Act.
- Provides advice and counsel on various domestic and international privacy laws, including the CCPA/CPRA, GDPR, HIPAA, GLBA, COPPA, and FERPA.
- Assists businesses in drafting and implementing privacy policies, negotiating data processing agreements, and incorporating privacy and security considerations into mergers and acquisitions.
- Represents public utilities and transportation companies before public utility Commissions on a variety of regulatory issues.
- Has advised clients on issues related to the FCC’s Rural Heathcare Program, Connect America Fun and Schools and Libraries/E-Rate program, as well as on Universal Service Fund contributions.
- Has represented international service providers and investors in entry regulation and compliance matters involving the FCC, Team Telecom, the Committee on Foreign Investment in the United States (CFIUS), including the creation of comprehensive security policies.
- Has argued appeals before the South Carolina Court of Appeals and the South Carolina Supreme Court.
- Has litigated variety of matters before the South Carolina Administrative Law Court and state and local government entities, including local and state tax cases, procurement matters, environmental permitting cases, disadvantaged business enterprise (DBE) applications and alcohol licensing applications.
