Nelson Mullins Serves as Advisor in $362M Tampa Bay Expressway Project

Nelson Mullins infrastructure attorneys Robert Alfert and Lacey Corona served as legal advisors to the Tampa Hillsborough Expressway Authority (THEA) on its $362 million design-build project to expand the Lee Roy Selmon Expressway in Tampa, Florida. The South Selmon Capacity Project represents the largest expansion of the expressway since 2021 and will add lanes, modernize 26 bridges, and introduce advanced safety features to improve mobility and commuter safety across Tampa Bay. The THEA Board approved the project award on September 22, 2025.

The Nelson Mullins team, led by Orlando-based partner Robert Alfert, guided THEA through the competitive procurement, contracting, and delivery processes to help bring this transformative infrastructure project to life. THEA and its legal and procurement advisors, Nelson Mullins and HNTB, developed an innovative, multi-step process designed to maximize scope to budget with additional add-alternate packages for supplemental scope. Archer Western Construction, LLC, was the winning design-builder.

The project, which runs along a 4.5-mile stretch from the Gandy Bridge into downtown Tampa, will ease congestion, enhance evacuation routes, and strengthen key connections between Pinellas County and Hillsborough County. Construction is slated to begin in 2026 and is expected to be completed by 2030. This project is part of THEA’s overall $752 million work plan to upgrade and expand its infrastructure. Nelson Mullins serves as infrastructure and bond counsel to THEA.
