Nelson Mullins partner John Heitmann will speak at the Telecom Taxation Conference 2026, taking place May 6–8, 2026, in San Diego, California.

Heitmann will present on “The USF’s (Uncertain) Future,” addressing key legal and policy developments impacting the Universal Service Fund (USF). His session will cover recent developments, including the Supreme Court’s decision in Consumers’ Research v. FCC, ongoing litigation, and anticipated reform efforts at both the FCC and in Congress. The discussion will also examine proposed changes to contribution and distribution frameworks, including modernization of support programs and efforts to streamline federal initiatives.
Heitmann is a partner in the Nelson Mullins Communications practice and is based in Washington, D.C. He advises clients on telecommunications regulatory, policy, and compliance matters, including issues involving the Federal Communications Commission and federal universal service programs.
