In his administrative law practice, he counsels individuals and businesses in a variety of fields on strategies for resolving regulatory and licensing disputes informally and, when necessary, through litigation. Experience

  • National coordinating counsel for a consumer products company for its talc liability
  • Currently representing chemical company in 1000+ asbestos products liability cases pending in the Circuit Court for Baltimore City and the U.S. District Court for the District of Maryland
  • Regularly represents businesses and individuals in state, local, and federal administrative proceedings and investigations, actions for judicial review, and appeals
  • Significant experience litigating state and federal constitutional claims on both sides, having successfully represented private interests and defended state and local government agencies and personnel in a variety of constitutional claims involving standing, separation of powers, and governmental organization and procedures, as well as civil rights cases involving zoning, policing, housing, and governmental immunity
  • Successful defense of healthcare providers in adversarial administrative proceedings before federal and state agencies
  • Significant experience litigating inter- and intra-business disputes, including merger objections and related injunction and discovery proceedings, derivative and direct D&O claims, class actions, and contractual disputes
  • Has written appellate briefs and certiorari petitions and oppositions in a variety of state and federal appeals, including products liability cases, estates and trusts cases, business disputes, employment matters, administrative law matters, class actions, and criminal cases
  • In a case of first impression, successfully argued in the Court of Special Appeals of Maryland that the books and records provision of the Maryland Condominium Act (MCA) does not override the attorney-client privilege or the work product doctrine: 100 Harborview Drive Council of Unit Owners v. Clark, 224 Md. App. 13, 119 A.3d 87 (2015)
  • Member of appellate team that obtained reversal of death sentence and secured new trial (which resulted in acquittal) for a defendant convicted of capital murder
