Airport Owners’ Guide to Project Delivery Systems, 3rd Edition

By Robert Alfert, Jr.

As part of a two-year team effort, Orlando partner Robert Alfert, Jr., served as a member of the writing and publication team for the third edition of the Airport Owners’ Guide to Project Delivery Systems. The edition includes completely revised discussion of the project delivery systems used by airport owners — design, bid, build (DBB), construction management at risk (CM@R), traditional design-build (TDB), and progressive design-build (PDB). It also includes discussions of contract and risk management considerations, owner readiness, capital project funding and financing considerations, and how public-private partnerships relate to project delivery methods.

The Owners’ Guide was jointly developed by members from Airports Council International-North America, the Airport Consultants Council, and Associated General Contractors of America and incorporates content from a multi-disciplinary group of airport, design, engineering, and contracting professionals from all three organizations.

Alfert has been actively involved as counselor on some of the country's largest airport infrastructure, transportation, and development projects. His public sector experience involves airports, highway systems, space infrastructure, rail and AV, power projects, educational facilities, and significant venue projects; his private sector experience includes hospitals, high-rise buildings, multi-family, commercial buildings, and luxury residential projects.
