  • Has represented companies establishing or expanding operations in South Carolina from the United States and from Australia, Canada, China, France, Germany, India, Japan, the Netherlands, Sweden, Switzerland and the United Kingdom. Has represented these companies in connection with manufacturing, distribution, computer software services, information technology services, call/customer service centers, health care, and other operations
  • Has represented companies starting new operations or expanding operations in a majority of the 46 counties in South Carolina
  • Has participated in drafting and amending South Carolina's tax and incentive laws, including the state's fee-in-lieu of taxes statutes, grant statutes, the jobs tax credit statute, the job development credit statute, the special source revenue credit statute, and various property tax provisions relating to new and expanded operations in South Carolina
  • Frequent author and speaker on South Carolina tax and other economic development incentives

Representative Transactions

Primarily concerning grant, tax and other incentives for new and expanded operations ranging from $1 million to $1 billion in size

  • Represented German manufacturer in connection with $500 million initial investment and $4 billion additional investments and creation of over 5,000 jobs in several South Carolina counties
  • Represented Japanese manufacturer in establishment of $1 billion manufacturing facility operation
  • Represented Swiss pharmaceutical company in establishment and expansion of $750 million research and development and manufacturing facility
  • Represented domestic computer software company in several expansions of its South Carolina facilities
  • Represented technology service companies in connection with new and expanded facilities of $10 million - $20 million
  • Represented national retailer in establishing and expanding several distribution centers with over $300 million in investment and over 1,000 jobs
  • Represented food services company in connection with establishment of $10 million distribution facility
  • Represented medical services company in connection with establishment of $5 million facility
  • Represented a German company in new $500 million manufacturing operation
  • Represented U.S. subsidiary of a German manufacturer in connection with moving its U.S. headquarters to South Carolina
  • Represented Japanese company in establishment of $60 million distribution center
  • Represented Indian company in connection with incentives relating to establishment of 400 person customer service center
  • Represented U.S. subsidiary of a Dutch company in connection with establishment of $100 million service and technology center
  • Represented Australian automotive supplier in connection with establishment of $100 million manufacturing facility

Previous Professional Experience

  • Served two tours in the leadership of the Coalition Provisional Authority (CPA) in Iraq, where he worked on that country's financial reconstruction (2003 & 2004)
  • Deputy General Counsel and Counselor to the Secretary for the Department of the Treasury - administration of President George W. Bush (2001 - 2004)
  • Member, Investment Policy Advisory Committee (INPAC) to the United States Trade Representative - administration of President George H.W. Bush (1989 - 1993)
  • Practiced law in Washington, D.C. (1978 - 1983 and 2004 - 2007)
