  • Served two four–year terms as North Carolina's Lieutenant Governor (1993 – 2001)
    • Became the first statewide elected official to chair the State Board of Community Colleges, which sets policy for the state's 58–campus system
    • Member of the State Board of Education and the State Board of Economic Development
  • Member of the N.C. House of Representatives for 12 years prior to becoming Lieutenant Governor
    • Elected House Majority Leader by his peers during the last two terms
