Attorneys Marc J. Lemon and Carlos A. Encinas will present “Understanding the Basics of P3s” during The Seminar Group’s 7th Annual Important Topics in Construction & Government Contracting on Oct. 10 in Atlanta. The two will provide a brief history of public-private partnerships; their contractual structure; benefit and risk allocation; case studies; and projects in Georgia, Florida, California, and overseas.
Lemon is a partner in Nelson Mullins’ Washington, DC and New York offices. With more than 22 years of public-private partnership and project finance experience, Lemon is one of the few practitioners in the U.S. P3 market with experience in transactional, federal regulatory, and public policy aspects of infrastructure and public-private partnerships.
Encinas is of counsel in the Atlanta office. He represents financial institutions, government entities, investment funds, and other participants in a range of public finance, infrastructure, and corporate transactions, including debt issuances, credit enhancements, and public-private partnerships (P3).
