Old North State Report – March 15, 2019

Is Medicaid Expansion tabled for this year?  That’s the question that has been asked after a proposed amendment to insert a Medicaid expansion bill into SB86 *Small Business Healthcare Act) was tabled during floor debate on the bill this week.  Under Senate rules, legislation in tabled amendments “shall not be embodied in any other measure.”  Thus, it appears absent a two-thirds vote to suspend the rules, the issue of Medicaid expansion could not be considered in the Senate this session.  After the amendment was tabled, the Senate proceeded to approve and send to the House SB86 which would provide small businesses more options for employee health insurance.

Admissions Bribery

A Wake Forest University volleyball coach has been indicted as part of the federal investigation into a college admission scam.  Coach Bill Ferguson has been suspended from the university, and outside legal counsel has been hired to look into the matter.  Outrage over the scandal has already sparked discussion as to whether federal and state legislation is needed to provide safeguards in order to protect the integrity of the college admissions process.

9th District Primary

A familiar name from Jones St. has formally entered the race for Congress in the 9th District.  State Senator Dan Bishop officially filed paperwork declaring his candidacy on Thursday, one day before the filing deadline.  Bishop currently serves as Chair of Senate Appropriations on Health and Human Services and Senate Health Care.  The primary for Congressional District 9 is May 14th.
