The capital markets for banks appear to be back in business, and not just for banks looking to repay TARP funds. Any reasonably healthy bank with a sensible business plan should now be able to reenter the capital markets to supplement its capital to satisfy regulatory directives or to expand by buying weaker or failed banks.
