Stacy K. Taylor is a partner of Nelson Mullins Riley & Scarborough LLP who practices in Columbia, South Carolina. With a background grounded in the sciences, Mr. Taylor has a national legal practice that focuses upon toxic materials, the related impacts to human health and the environment, and the accompanying regulatory controls. This includes the areas of environmental and natural resources law and the toxic materials or hazardous substances side of consumer products law.

In the environmental and natural resources arena, Mr. Taylor has helped guide national and international clients through multimillion dollar remedial efforts, large real estate and corporate transactions, and environmental compliance issues upon which continued operations hinged. He has experience in all aspects of environmental and natural resources law, including the Clean Air Act; Clean Water Act (Federal Water Pollution Control Act); Toxic Substances Control Act (TSCA); Oil Pollution Act (OPA); Atomic Energy Act; Comprehensive Environmental Response Compensation and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); and state laws and regulations either incorporating the federal requirements or creating state specific environmental requirements. Mr. Taylor is also experienced in land use management, including the incorporation of endangered species management, wetland preservation, and other land use restrictions into economic land use management decisions. Additionally, Mr. Taylor has experience in several major litigation matters, including environmental, commercial, and tort in both state and federal courts.

Mr. Taylor's experience, through several years of practice in the environmental arena, in regulatory compliance and his understanding of toxic and hazardous substances and the underlying science, lead Mr. Taylor to begin to assist clients in the consumer products arena. He has since expanded the consumer products aspect of his practice, assisting national and international clients, ranging from manufacturers of children's products to manufacturers of home décor items, in evaluating their products and ensuring that those products comply with the applicable consumer product safety requirements including applicable labeling requirements. Mr. Taylor is experienced in the requirements and applicability of the Federal Hazardous Substances Act (FHSA), Consumer Product Safety Act (CPSA), the Consumer Product Safety Improvement Act of 2008 (CPSIA), and the associated rules and regulations implemented by the Consumer Product Safety Commission (CPSC). Mr. Taylor also works closely with other attorneys within the firm who are experienced in the mechanical hazards aspect of consumer product safety law.

Mr. Taylor has advanced undergraduate and/or graduate experience in biology, physical chemistry, organic chemistry, genetics, and physics as well as land use management and environmental and natural resource economics. This background, along with his legal experience in this arena, better enables him to understand clients' operations and businesses and provide advice as to, not only the legal requirements, but also the science and technology associated with those requirements. Mr. Taylor's background and experience also enhances his ability to manage technical consultants on behalf of clients and guide or challenge those experts involved in litigation matters.

Mr. Taylor is the Immediate Past Chair and Section Delegate for the Environment and Natural Resources Section of the South Carolina Bar; a member of the ABA Section of Environment, Energy, and Resources; and a member of the ABA Section of Administrative Law and Regulatory Practice. He is also a member of the Products Liability Committee of the American Bar Association and the Committee's Consumer Products Subcommittee. He is admitted to practice before the 4th U.S. Circuit Court of Appeals and the U.S. District Court for the District of South Carolina. He is a member of the American Bar Association, the South Carolina Bar, the Richland County Bar Association, the South Carolina Defense Trial Attorneys' Association, and the Defense Research Institute (DRI). In 2011, he was selected by his peers for inclusion in the Greater Columbia Business Monthly's "Legal Elite" for his environmental practice.

Mr. Taylor earned a Juris Doctor from the University of North Carolina School of Law in 2000; a Master of Forest Resources from the University of Georgia in 1997; and a Bachelor of Science in Wildlife Biology, summa cum laude, from Clemson University in 1995.
