Jeffrey Baxter, a partner of Nelson Mullins Riley & Scarborough LLP, practices in the areas of healthcare and business litigation. In his Atlanta healthcare practice, he represents medical providers in regulatory areas such as reimbursement of Medicare/Medicaid, compliance and transactional issues, Certificate of Need, antitrust, and licensure. Additionally, he advises providers in hospital/physician relations, managed-care contracting, and the formation of provider joint ventures, physician networks, and integrated delivery systems. Mr. Baxter has provided counsel to several technical advisory committees convened to develop health-planning policy, and has also served as an administrative law judge for the Georgia Department of Medical Assistance. 

Mr. Baxter's regulatory practice is enhanced by prior experience as an Assistant Attorney General with the Georgia Law Department. A member of the State Bar of Georgia and the Executive Committee and past president of its Health Law Section, Mr. Baxter has served as co-chairman of the section's annual Health Care Fraud Institute and Advanced Health Care Law Seminar. Mr. Baxter is admitted to practice before the 11th U.S. Circuit Court of Appeals and the U.S. District Court for the Northern District of Georgia. He is a member of the American Bar Association, the American Health Lawyers Association, and the Georgia Academy of Healthcare Attorneys.

From 2006-2008, Mr. Baxter has been recognized continually in the Chambers USA: America’s Leading Lawyers for Business publication for his experience in healthcare. As stated in the 2006 publication, “Jeffrey Baxter is ‘a legal expert who combines knowledge with a sharp business acumen.’  A strong litigator, he further handles a rich mix of work that includes compliance, transactional and antitrust matters.”

Mr. Baxter earned a Juris Doctor from Boston University in 1978 and a Bachelor of Arts in English, cum laude, from Dartmouth College in 1974.
