William H. Gammon is a Nelson Mullins Riley & Scarborough LLP partner who practices in Raleigh. He has a broad private construction and public contracts law practice. The public contracts practice includes experience in disputes involving both federal and state government supply and construction matters, pre-award controversies such as bid protests, claims analysis and presentation, negotiations, claims litigation, procurement fraud counseling, prosecution and defense of Miller Act claims, and contract appeals.

Mr. Gammon has been involved with public and private projects as diverse as the construction of hotels, water treatment plants, manufacturing facilities, lock and dams, earth-filled dams, POL facilities, and sports arenas. In addition, he has handled disputes about the manufacture of refueling carts, "black box" technology, ammunition, and other similar items for the federal government.

Mr. Gammon has tried construction and government contract cases involving constructive changes such as contract interpretation issues and defective specifications, delays, defective pricing, and terminations for convenience and for default. While serving in the U.S. Army he was jointly responsible for one of the largest terminations for default matters successfully prosecuted. Mr. Gammon has appeared before the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Federal Claims, various agency boards of contract appeals, the Comptroller General, and federal district courts in many parts of the country. He has lectured extensively to numerous national and state organizations and is widely published on various government contracts and construction law topics.

Mr. Gammon began his law practice clerking for N.C. Supreme Court Justice Carlisle Higgins ('73-'74) before serving four years with the U.S. Army Judge Advocate General's Corps ('74-'78), representing the Army before the Armed Services Board of Contract Appeals. He then was in private practice in Washington, D.C. for 11 years with Lewis, Mitchell & Moore and another firm ('78-'89) litigating government contracts and construction claims.  He returned to North Carolina in 1989 where he joined Moore & Van Allen, PLLC for 14 years ('89-'03) serving for a term of five years on its Executive Committee, before joining Nelson Mullins in 2003.

Mr. Gammon currently serves on the N.C. Bar Association Board of Governors and its Foundation Board of Directors (2011-2014). Mr. Gammon has served on the North Carolina Bar Association Construction Law Section Council for a number of years and was its Chair in 2005-06. He is a co-author of the Construction Law Deskbook published by the Section. He currently serves as the co-chair of the Carolinas AGC/NCBA Construction Section Joint Committee.  He is also the past chairman of the NCBA Citizen Lawyer Task Force ('09-'11).

Mr. Gammon is listed in Business North Carolina Legal Elite (2006-2009, 2011) and the Best Lawyers in America (2007-2012) for Construction Law. He is listed in North Carolina Super Lawyers for his construction/surety work (2010-2012), and was named in 2011 to the publication's list of the top 100 North Carolina attorneys.

Mr. Gammon earned a Master of Laws from George Washington University in 1977 and a Juris Doctor from the University of North Carolina School of Law in 1973. He earned a Bachelor of Arts in Political Science from Davidson College in 1970.
